Project Overview
This proposal outlines our plan to safely and effectively remove visible mold and remediate impacted areas within the Carmen Turner Facility (CTF), located at 3500 Pennsy Dr, Landover, MD 20785. Our goal is to return the facility to “Condition 1” as defined by ANSI/IICRC S520 standards, ensuring the safety and health of WMATA personnel and occupants.
Scope of Work
1. Work Areas
- Entirety of the first and second floors of CTF Building B.
- Portions of Building D:
- Rooms D101 through D113 and parts of D115 (D115C, D115E, D115P, D115L).
- Rooms D200, D201, and D204 through D208.
- Adjacent corridors.
- RTUs #1-4, including associated ducts and diffusers.
2. Cleaning and Remediation
- Non-Porous Surfaces: Clean all visible mold from surfaces, including ceiling grids, light fixtures, and painted metal beams.
- Porous and Semi-Porous Materials: Remove and replace:
- Ceiling tiles surrounding supply diffusers.
- Drywall sections with visible mold growth.
- Carpets, if mold growth is present (carpets will not be replaced by the contractor).
- HVAC System Components:
- Clean interior components of air handling units.
- Clean all metal ducts and replace all flex ducts.
- Clean or replace supply and return diffusers (replacements to meet HAVACO Plastic 2×2 Ceiling Diffuser Plaque specifications).
- Furniture and Equipment: Inspect and clean:
- Items in storerooms.
- Computers, AV equipment, and training materials.
- Catalog and stage items unable to be cleaned for final determination by WMATA management.
- Post-Cleaning General Cleaning:
- Wet wipe horizontal surfaces (desks and tables).
- Vacuum floors to remove remaining dust and debris.
3. Containment and Safety Measures
- Establish full containment with plastic sheeting sealed with duct tape.
- Maintain negative pressurization using HEPA-rated air cleaners.
- Implement airlocks and decontamination rooms.
- Ensure removal of contaminated materials in sealed, cleaned plastic bags.
- Follow OSHA regulations for worker health and safety, including PPE and respirator use.
Deliverables
- Daily progress reports, including areas cleaned, preparatory work, staffing levels, and work start/finish times.
- Documentation of cleaning acceptance by the IEP/IH (signature required).
- Submission of proposed cleaning chemicals for approval by WMATA.
- Completed Firewatch procedures while RTU systems are disabled, with daily records submitted.
Schedule
- Start Date: 1/17/2025
- Tentative Completion Date: 4/26/2025
- Formal schedule will be submitted to WMATA within two days of contract award.
Pricing
Our lump sum price to perform this work is TWO MILLION ONE HUNDRED THOUSAND AND 00/100 DOLLARS ($2,100,000.00).
We will employ a crew of 24 people for a total of 100 days, including weekends, to complete this project. The shifts will each be 10 hours.
Terms and Conditions
- All work will be completed per the scope and specifications.
- Any changes to the scope of work must be approved in writing by WMATA.
